I need help with my fitness goal for next summer and encouragement.?

I am a latina female and I weigh 170lbs, I am 5'3 in height, my jeans size is 10, 36D. I would like to know what kind of exercises can I do, to weight 135lbs, and lift and round my booty, and to make my waist small, I am overweight, but proportioned 36d 33waist 43 hips, I want to be 34d 28 waist 40 Hips is that possible. I want to have thin arms too, and more lifted and tigher breast, any suggestion. Please no plastic surgery, I don't believe in that. also I am 28yrs old.
